  • Vous pouvez demander une séquence exacte de mots (avec les guillemets droits), par exemple "a b c". Par défaut la différence entre les positions des mots est de 1, ce qui signifie qu’une référence sera repérée si elle contient les mots et qu’ils sont consécutifs. Une distance maximale différente peut être fournie (avec le tilde), par exemple "a b"~2 permet jusqu’à un terme entre a et b, ce qui signifie que la séquence a c b pourrait être repérée aussi bien que a b.
  • Vous pouvez préciser que certains termes sont plus importants que d’autres (avec l’accent circonflexe). Par exemple, a^2 b c^0.5 indique que a est deux fois plus important que b dans le calcul de pertinence des résultats, tandis que c est de moitié moins important.     Disastrous floods have caused millions of fatalities in the twentieth century, tens of billions of dollars of direct economic loss each year and serious disruption to global trade. In this Review, we provide a synthesis of the atmospheric, land surface and socio-economic processes that produce river floods with disastrous consequences. Disastrous floods have often been caused by processes fundamentally different from those of non-disastrous floods, such as unusual but recurring atmospheric circulation patterns or failures of flood defences, which lead to high levels of damage because they are unexpected both by citizens and by flood managers. Past trends in economic flood impacts show widespread increases, mostly driven by economic and population growth. However, the number of fatalities and people affected has decreased since the mid-1990s because of risk reduction measures, such as improved risk awareness and structural flood defences. Disastrous flooding is projected to increase in many regions, particularly in Asia and Africa, owing to climate and socio-economic changes, although substantial uncertainties remain. Assessing the risk of disastrous river floods requires a deeper understanding of their distinct causes. Transdisciplinary research is needed to understand the potential for surprise in flood risk systems better and to operationalize risk management concepts that account for limited knowledge and unexpected developments. River floods have direct and indirect consequences for society, and can cause fatalities, displacement and economic loss. This Review examines the physical and socioeconomic causes and impacts of disastrous river flooding, and past and projected trends in their occurrence.

    To simulate the dynamics of two-dimensional dam-break flow on a dry horizontal bed, we use a smoothed particle hydrodynamics model implementing two advanced boundary treatment techniques: (i) a semi-analytical approach, based on the computation of volume integrals within the truncated portions of the kernel supports at boundaries and (ii) an extension of the ghost-particle boundary method for mobile boundaries, adapted to free-slip conditions. The trends of the free surface along the channel, and of the impact wave pressures on the downstream vertical wall, were first validated against an experimental case study and then compared with other numerical solutions. The two boundary treatment schemes accurately predicted the overall shape of the primary wave front advancing along the dry bed until its impact with the downstream vertical wall. Compared to data from numerical models in the literature, the present results showed a closer fit to an experimental secondary wave, reflected by the downstream wall and characterized by complex vortex structures. The results showed the reliability of both the proposed boundary condition schemes in resolving violent wave breaking and impact events of a practical dam-break application, producing smooth pressure fields and accurately predicting pressure and water level peaks.

    Irma was a major hurricane that developed during the 2017 season. It was a category 5 on the Saffir–Simpson Hurricane wind scale. This hurricane caused severe damage in the Caribbean area and the Florida Keys. The social, economic, and environmental impacts, mainly related to coastal flooding, were also significant in Cuba. The maximum limits of coastal flooding caused by this hurricane were determined in this research. Field trips and the use of the GPS supported our work, which focused on both the northern and southern coasts of the Ciego de Ávila province. This work has been critical for improving coastal flooding scenarios related to a strong hurricane, as it has been the first experience according to hurricane data since 1851. Results showed that the Punta Alegre and Júcaro towns were the most affected coastal towns. The locals had never seen similar flooding in these places before. The differences between flood areas associated with Hurricane Irma and previous modeled hazard scenarios were evident (the flooded areas associated with Hurricane Irma were smaller than those modeled for categories 1, 3, and 5 hurricanes). The effects of this hurricane on the most vulnerable coastal settlements, including the impacts on the archeological site “Los Buchillones”, were also assessed.

    Machine learning (ML) algorithms have emerged as competent tools for identifying areas that are susceptible to flooding. The primary variables considered in most of these works include terrain models, lithology, river networks and land use. While several recent studies include average annual rainfall and/or temperature, other meteorological information such as snow accumulation and short-term intense rain events that may influence the hydrology of the area under investigation have not been considered. Notably, in Canada, most inland flooding occurs during the freshet, due to the melting of an accumulated snowpack coupled with heavy rainfall. Therefore, in this study the impact of several climate variables along with various hydro-geomorphological (HG) variables were tested to determine the impact of their inclusion. Three tests were run: only HG variables, the addition of annual average temperature and precipitation (HG-PT), and the inclusion of six other meteorological datasets (HG-8M) on five study areas across Canada. In HG-PT, both precipitation and temperature were selected as important in every study area, while in HG-8M a minimum of three meteorological datasets were considered important in each study area. Notably, as the meteorological variables were added, many of the initial HG variables were dropped from the selection set. The accuracy, F1, true skill and Area Under the Curve (AUC) were marginally improved when the meteorological data was added to the a parallel random forest algorithm (parRF). When the model is applied to new data, the estimated accuracy of the prediction is higher in HG-8M, indicating that inclusion of relevant, local meteorological datasets improves the result.

    Abstract This study presents a global explanatory analysis of the interplay between the severity of flood losses and human presence in floodplain areas. In particular, we relate economic losses and fatalities caused by floods during 1990–2000, with changes in human population and built‐up areas in floodplains during 2000–2015 by exploiting global archives. We found that population and built‐up areas in floodplains increased in the period 2000–2015 for the majority of the analyzed countries, albeit frequent flood losses in the previous period 1990–2000. In some countries, however, population in floodplains decreased in the period 2000–2015, following more severe floods losses that occurred in the period 1975–2000. Our analysis shows that (i) in low‐income countries, population in floodplains increased after a period of high flood fatalities; while (ii) in upper‐middle and high‐income countries, built‐up areas increased after a period of frequent economic losses.     Abstract Understanding the relationship between urban form and structure and spatial inequality of property flood risk has been a longstanding challenge in urban planning and emergency management. Here we explore eight urban form and structure features to explain variability in spatial inequality of property flood risk among 2567 US counties. Using datasets related to human mobility and facility distribution, we identify notable variation in spatial inequality of property flood risk, particularly in coastline and metropolitan counties. The results reveal variations in spatial inequality of property flood risk can be explained based on principal components of development density, economic activity, and centrality and segregation. The classification and regression tree model further demonstrates how these principal components interact and form pathways that explain spatial inequality of property flood risk. The findings underscore the critical role of urban planning in mitigating flood risk inequality, offering valuable insights for crafting integrated strategies as urbanization progresses.

    Abstract Autism spectrum disorder prevalence more than quadrupled in the United States between 2000 and 2020. Ice storm-related prenatal maternal stress (PNMS) predicts autistic-like trait severity in children exposed early in gestation. The objective was to determine the extent to which PNMS influences the severity and trajectory of autistic-like traits in prenatally flood-exposed children at ages 4–7 years and to test moderation by sex and gestational timing. Soon after the June 2008 floods in Iowa, USA, 268 women pregnant during the disaster were assessed for objective hardship, subjective distress, and cognitive appraisal of the experience. When their children were 4, 5½, and 7 years old, mothers completed the Social Communication Questionnaire (SCQ) to assess their children’s autistic-like traits; 137 mothers completed the SCQ for at least one age. The final longitudinal multilevel model showed that the greater the maternal subjective distress, the more severe the child’s autistic-like traits, controlling for objective hardship. The effect of PNMS on rate of change was not significant, and there were no significant main effects or interactions involving sex or timing. Prenatal maternal subjective distress, but not objective hardship or cognitive appraisal, predicted more severe autistic-like traits at age 4, and this effect remained stable through age 7.

    Economic inequality is rising within many countries globally, and this can significantly influence the social vulnerability to natural hazards. We analysed income inequality and flood disasters in 67 middle- and high-income countries between 1990 and 2018 and found that unequal countries tend to suffer more flood fatalities. This study integrates geocoded mortality records from 573 major flood disasters with population and economic data to perform generalized linear mixed regression modelling. Our results show that the significant association between income inequality and flood mortality persists after accounting for the per-capita real gross domestic product, population size in flood-affected regions and other potentially confounding variables. The protective effect of increasing gross domestic product disappeared when accounting for income inequality and population size in flood-affected regions. On the basis of our results, we argue that the increasingly uneven distribution of wealth deserves more attention within international disaster-risk research and policy arenas.

    Among the most prevalent natural hazards, flooding has been threatening human lives and properties. Robust flood simulation is required for effective response and prevention. Machine learning is widely used in flood modeling due to its high performance and scalability. Nonetheless, data pre-processing of heterogeneous sources can be cumbersome, and traditional data processing and modeling have been limited to a single resolution. This study employed an Icosahedral Snyder Equal Area Aperture 3 Hexagonal Discrete Global Grid System (ISEA3H DGGS) as a scalable, standard spatial framework for computation, integration, and analysis of multi-source geospatial data. We managed to incorporate external machine learning algorithms with a DGGS-based data framework, and project future flood risks under multiple climate change scenarios for southern New Brunswick, Canada. A total of 32 explanatory factors including topographical, hydrological, geomorphic, meteorological, and anthropogenic were investigated. Results showed that low elevation and proximity to permanent waterbodies were primary factors of flooding events, and rising spring temperatures can increase flood risk. Flooding extent was predicted to occupy 135–203% of the 2019 flood area, one of the most recent major flooding events, by the year 2100. Our results assisted in understanding the potential impact of climate change on flood risk, and indicated the feasibility of DGGS as the standard data fabric for heterogeneous data integration and incorporated in multi-scale data mining.

    Abstract Risk management has reduced vulnerability to floods and droughts globally 1,2 , yet their impacts are still increasing 3 . An improved understanding of the causes of changing impacts is therefore needed, but has been hampered by a lack of empirical data 4,5 . On the basis of a global dataset of 45 pairs of events that occurred within the same area, we show that risk management generally reduces the impacts of floods and droughts but faces difficulties in reducing the impacts of unprecedented events of a magnitude not previously experienced. If the second event was much more hazardous than the first, its impact was almost always higher. This is because management was not designed to deal with such extreme events: for example, they exceeded the design levels of levees and reservoirs. In two success stories, the impact of the second, more hazardous, event was lower, as a result of improved risk management governance and high investment in integrated management. The observed difficulty of managing unprecedented events is alarming, given that more extreme hydrological events are projected owing to climate change 3 .

    Abstract Recent policy changes highlight the need for citizens to take adaptive actions to reduce flood‐related impacts. Here, we argue that these changes represent a wider behavioral turn in flood risk management (FRM). The behavioral turn is based on three fundamental assumptions: first, that the motivations of citizens to take adaptive actions can be well understood so that these motivations can be targeted in the practice of FRM; second, that private adaptive measures and actions are effective in reducing flood risk; and third, that individuals have the capacities to implement such measures. We assess the extent to which the assumptions can be supported by empirical evidence. We do this by engaging with three intellectual catchments. We turn to research by psychologists and other behavioral scientists which focus on the sociopsychological factors which influence individual motivations (Assumption 1). We engage with economists, engineers, and quantitative risk analysts who explore the extent to which individuals can reduce flood related impacts by quantifying the effectiveness and efficiency of household‐level adaptive measures (Assumption 2). We converse with human geographers and sociologists who explore the types of capacities households require to adapt to and cope with threatening events (Assumption 3). We believe that an investigation of the behavioral turn is important because if the outlined assumptions do not hold, there is a risk of creating and strengthening inequalities in FRM. Therefore, we outline the current intellectual and empirical knowledge as well as future research needs. Generally, we argue that more collaboration across intellectual catchments is needed, that future research should be more theoretically grounded and become methodologically more rigorous and at the same time focus more explicitly on the normative underpinnings of the behavioral turn.     Abstract Floods are amongst the most frequent disasters in terms of human and economic impacts. This study provides new insights into the frequency of loss of life at the global scale, mortality fractions of the population exposed to floods, and underlying trends. A dataset is compiled based on the EM-DAT disaster database covering the period 1975 until 2022, extending previous studies on this topic. Flood impact data are analysed over spatial, temporal and economic scales, decomposed in various flood types and compared with other natural disasters. Floods are the most frequent natural disasters up to 1000 fatalities, and flash floods lead to the highest mortality fractions per event, i.e. the number of deaths in an event relative to the exposed population. Despite population growth and increasing flood hazards, the average number of fatalities per event has declined over time. Mortality fractions per event have decreased over time for middle- and high-middle-income countries, but increased for low-income countries. This highlights the importance of continuing and expanding risk reduction and adaptation efforts.
