  • Vous pouvez préciser que certains termes sont plus importants que d’autres (avec l’accent circonflexe).     Les printemps 2017 et 2019 auront frappé l’imaginaire collectif en raison de l’ampleur des crues ayant touché de nombreuses rivières du Québec et des dommages qui leur sont associés. En 2019, près de 6700 résidences localisées dans 51 municipalités et distribuées dans presque toutes les principales régions du Québec ont été inondées, sans compter les nombreuses autres résidences qui se sont retrouvées isolées en raison de routes submergées et de glissements de terrain. Le bilan en 2017 était similaire, avec 5371 maisons inondées dans 261 municipalités et 4066 personnes évacuées. Les débits dans plusieurs rivières ont excédé les valeurs mesurées depuis que les stations de jaugeage ont été installées. À titre d’exemple, en 2019, le débit journalier dans la rivière Rouge à la hauteur du Barrage de la Chute-Bell, où Hydro-Québec a craint pour la stabilité de l’ouvrage, a atteint 975 m3/s, la plus forte valeur jamais enregistrée depuis 1964. Une analyse statistique révèle qu’un tel débit a une chance d’être dépassé en moyenne une fois tous les 175 ans. Il s’agit d’un événement exceptionnel. Pourtant, un autre événement extrême se produisait au même endroit en 1998, cette fois-ci avec un débit maximal journalier de 914 m3/s. Deux crues printanières majeures en 20 ans : est-ce la conséquence des changements climatiques ? Cet article propose une genèse des événements hydrologiques extrêmes, puis présente des projections climatiques aux horizons 2050 et 2080 pour différentes rivières au Sud et au Nord du fleuve Saint-Laurent. Puis, est exposée la démarche générale employée pour caractériser le régime hydrologique des bassins versants en climat futur.

    What role can a speculative political ecology play in (re)imaging urban futures of climate extremes? In recent years, narratives of dystopian futures of climate extremes have proliferated in geosciences, and across the media and creative arts. These anxiety-fueled narratives often generate a sense of resignation and unavoidability, which contributes to foreclosing the possibility of radically different political projects. In this article, we argue that these narratives conceal the coproduction of nature and society and treat nature as the problem, thereby locking futures into dystopic configurations. Political ecology scholarship can contribute to generate a politics of possibility by reconceptualizing the relations that constitute urban futures under climate extremes as socionatural. This, we argue, calls for a more experimental political ecology and new forms of theorizing. To this aim, we develop a speculative political ecological approach grounded on a numerical model that examines the potential of transformative change in the aftermath of extreme flood events in a capitalist city. Analytically, this opens a unique possibility of exploring urban futures beyond current trajectories, and how these alternative futures might transform vulnerability and inequality across urban spaces. From a policy perspective, we lay the foundations for a new generation of models that apprehend the role of power and agency in shaping uneven urban futures of climate extremes.

    Wetlands and reservoirs are important water flow and storage regulators in a river basin; therefore, they can play a crucial role in mitigating flood and hydrological drought risks. Despite the advancement of river basin theory and modeling, our knowledge is still limited about the extent to which these two regulators could perform such a role, especially under future climate extremes. To improve our understanding, we first coupled wetlands and reservoir operations into a semi-spatially explicit hydrological model and then applied it in a case study involving a large river basin in northeast China. The projection of future floods and hydrological droughts was performed using the hydrological model during different periods (near future: 2026–2050, middle century: 2051–2075, and end century: 2076–2100) under five future climate change scenarios. We found that the risk of future floods and hydrological droughts can vary across different periods – in particular, it will experience relatively large increases and slight decreases. This large river basin will experience flood events of longer duration, with larger peak flows and volume, and of enhanced flashiness compared to the historical period. Simultaneously, the hydrological droughts will be much more frequent, with longer durations and more serious deficits. Therefore, the risk of floods and droughts will, overall, increase further under future climate change even under the combined influence of reservoirs and wetlands. These findings highlight the hydrological regulation function of wetlands and reservoirs and attest that the combining of wetlands with reservoir operation cannot fully eliminate the increasing future flood and drought risks. To improve a river basin's resilience to the risks of future climate change, we argue that the implementation of wetland restoration and the development of accurate forecasting systems for effective reservoir operation are of great importance. Furthermore, this study demonstrated a wetland–reservoir integrated modeling and assessment framework that is conducive to risk assessment of floods and hydrological droughts and that can be used for other river basins in the world.

    Abstract At the global scale, the warming of the atmosphere will increase the capacity of the atmosphere to hold and accelerate the redistribution of water in the atmosphere. This suggests that flood‐generating processes linked to the atmosphere are likely to increase. However, the I ntergovernmental P anel on C limate C hange projections of future floods involve extremely complex issues that defy simple generalisations. Warming will alter other aspects of the water cycle increasing evaporation, changing precipitation patterns and intensity, and also affecting the processes involved in surface storage of water, including snowpack generation, snowmelt, river ice break‐up, and glacial melt. Many of these are active in flood generation, and changes may cause floods to decrease as well as increase. However, these processes take place not at the global scale but at relatively local scale, making generalisations about flooding in future climates difficult and uncertain. At the global scale, the role of land use is generally unresolved, but at a watershed scale, land‐use effects can be as important as changes in the meteorological processes. This review shows that while meteorologically driven flooding is expected to increase in a changed climate, making a precise pronouncement regarding all floods is unwise, as many types of floods will respond differently to changing climate and that because floods are watershed scale events, these local effects will remain important.

    Although floods, as well as other natural disasters, can be considered as relevant causes of intra-generational inequalities, frequent catastrophes and the resulting damage to the territory can be seen as a consequence of a generalized indifference about future. Land protection is one of the societal issues typically concerning inter-generational solidarity, involving the administrative system in the implementation of proactive policies. In the last three decades, the widespread demand for subsidiarity has made local communities more and more independent, so that attention to the long-term effects—typically concerning the territorial system as a whole at geographical scale—has been dispersed, and the proactive policies that come from the central government have become more ineffective. Regarding the case of the 2009 flood in the Fiumedinisi-Capo Peloro river basin in North Eastern Sicily, we propose an economic valuation of the land protection policy. This valuation, compared to the cost of recovery of the damaged areas, can provide helpful information on the decision-making process concerning the trade-off between reactive and proactive land policy. The economic value of land protection was calculated by means of the method of the imputed preferences, to obtain a real measure of the social territorial value from the point of view of the harmony between social system and environment. This method consists of an estimate based on the attribution of the expenditures according to the importance of the different areas. Since the value of land protection has been calculated by discounting the expenditures stream, some considerations about the economic significance of the proactive policy are referred to the role played by the social discount rate in the inter-temporal economic calculation.

    Significant flood damage occurred near Montreal in May 2017, as flow from the upstream Ottawa River basin (ORB) reached its highest levels in over 50years. Analysis of observations and experiments performed with the fifth generation Canadian Regional Climate Model (CRCM5) show that much above average April precipitation over the ORB, a large fraction of which fell as rain on an existing snowpack, increased streamflow to near record-high levels. Subsequently, two heavy rainfall events affected the ORB in the first week of May, ultimately resulting in flooding. This heavy precipitation during April and May was linked to large-scale atmospheric features. Results from sensitivity experiments with CRCM5 suggest that the mass and distribution of the snowpack have a major influence on spring streamflow in the ORB. Furthermore, the importance of using an appropriate frozen soil parameterization when modelling spring streamflows in cold regions was confirmed. Event attribution using CRCM5 showed that events such as the heavy April 2017 precipitation accumulation over the ORB are between two and three times as likely to occur in the present-day climate as in the pre-industrial climate. This increase in the risk of heavy precipitation is linked to increased atmospheric moisture due to warmer temperatures in the present-day climate, a direct consequence of anthropogenic emissions, rather than changes in rain-generating mechanisms or circulation patterns. Warmer temperatures in the present-day climate also reduce early-spring snowpack in the ORB, offsetting the increase in rainfall and resulting in no discernible change to the likelihood of extreme surface runoff.

    Abstract Disasters worldwide tend to affect the poorest more severely and increase inequality. Brazil is one of the countries with high income‐inequality rates and has unplanned urbanization issues and an extensive disaster risk profile with little knowledge on how those disasters affect people's welfare. Thus, disasters often hit the poorest hardest, increasing the country's income inequality and poverty rates. This study proposes a method to assess the impact of floods on households spatially based on their income levels by conducting flood analysis and income analysis. The method is applied to the Itapocu River basin (IRB) located in Santa Catarina State, Brazil. The flood is assessed by conducting rainfall analysis and hydrological simulation and generating flood inundation maps. The income is evaluated using downloaded 2010 census data and a dasymetric approach. Flood and income information is combined to analyze flood‐impacted households by income level and flood return period. The results confirm the initial assumption that flood events in the IRB are more likely to affect the lowest‐income households rather than the highest‐income levels, thus, increasing the income inequality.

    Numerous government and non-governmental agencies are increasing their efforts to better quantify the disproportionate effects of climate risk on vulnerable populations with the goal of creating more resilient communities. Sociodemographic based indices have been the primary source of vulnerability information the past few decades. However, using these indices fails to capture other facets of vulnerability, such as the ability to access critical resources (e.g., grocery stores, hospitals, pharmacies, etc.). Furthermore, methods to estimate resource accessibility as storms occur (i.e., in near-real time) are not readily available to local stakeholders. We address this gap by creating a model built on strictly open-source data to solve the user equilibrium traffic assignment problem to calculate how an individual's access to critical resources changes during and immediately after a flood event. Redundancy, reliability, and recoverability metrics at the household and network scales reveal the inequitable distribution of the flood's impact. In our case-study for Austin, Texas we found that the most vulnerable households are the least resilient to the impacts of floods and experience the most volatile shifts in metric values. Concurrently, the least vulnerable quarter of the population often carries the smallest burdens. We show that small and moderate inequalities become large inequities when accounting for more vulnerable communities' lower ability to cope with the loss of accessibility, with the most vulnerable quarter of the population carrying four times as much of the burden as the least vulnerable quarter. The near-real time and open-source model we developed can benefit emergency planning stakeholders by helping identify households that require specific resources during and immediately after hazard events.

    In Canada, climate change is expected to increase the extreme precipitation events by magnitude and frequency, leading to more intense and frequent river flooding. In this study, we attempt to map the flood hazard and damage under projected climate scenarios (2050 and 2080). The study was performed in the two most populated municipalities of the Petite Nation River Watershed, located in southern Quebec (Canada). The methodology follows a modelling approach, in which climate projections are derived from the Hydroclimatic Atlas of Southern Quebec following two representative concentration pathways (RCPs) scenarios, i.e., RCP 4.5 and RCP 8.5. These projections are used to predict future river flows. A frequency analysis was carried out with historical data of the peak flow (period 1969–2018) to derive different return periods (2, 20, and 100 years), which were then fed into the GARI tool (Gestion et Analyse du Risque d’Inondation). This tool is used to simulate flood hazard maps and to quantify future flood risk changes. Projected flood hazard (extent and depth) and damage maps were produced for the two municipalities under current and for future scenarios. The results indicate that the flood frequencies are expected to show a minor decrease in peak flows in the basin at the time horizons, 2050 and 2080. In addition, the depth and inundation areas will not significantly change for two time horizons, but instead show a minor decrease. Similarly, the projected flood damage changes in monetary losses are projected to decrease in the future. The results of this study allow one to identify present and future flood hazards and vulnerabilities, and should help decision-makers and the public to better understand the significance of climate change on flood risk in the Petite Nation River watershed.

    Abstract Flooding remains a major problem for the United States, causing numerous deaths and damaging countless properties. To reduce the impact of flooding on communities, the U.S. government established the Community Rating System (CRS) in 1990 to reduce flood damages by incentivizing communities to engage in flood risk management initiatives that surpass those required by the National Flood Insurance Program. In return, communities enjoy discounted flood insurance premiums. Despite the fact that the CRS raises concerns about the potential for unevenly distributed impacts across different income groups, no study has examined the equity implications of the CRS. This study thus investigates the possibility of unintended consequences of the CRS by answering the question: What is the effect of the CRS on poverty and income inequality? Understanding the impacts of the CRS on poverty and income inequality is useful in fully assessing the unintended consequences of the CRS. The study estimates four fixed‐effects regression models using a panel data set of neighborhood‐level observations from 1970 to 2010. The results indicate that median incomes are lower in CRS communities, but rise in floodplains. Also, the CRS attracts poor residents, but relocates them away from floodplains. Additionally, the CRS attracts top earners, including in floodplains. Finally, the CRS encourages income inequality, but discourages income inequality in floodplains. A better understanding of these unintended consequences of the CRS on poverty and income inequality can help to improve the design and performance of the CRS and, ultimately, increase community resilience to flood disasters.

    Empirical evidence points out that urban form adaptation to climate-induced flooding events—through interventions in land uses and town plans (i. e., street networks, building footprints, and urban blocks)—might exacerbate vulnerabilities and exposures, engendering risk inequalities and climate injustice. We develop a multicriteria model that draws on distributive justice's interconnections with the risk drivers of social vulnerabilities, flood hazard exposures, and the adaptive capacity of urban form (through land uses and town plans). The model assesses “who” is unequally at-risk to flooding events, hence, should be prioritized in adaptation responses; “where” are the high-risk priority areas located; and “how” can urban form adaptive interventions advance climate justice in the priority areas. We test the model in Toronto, Ontario, Canada, where there are indications of increased rainfall events and disparities in social vulnerabilities. Our methodology started with surveying Toronto-based flooding experts who assigned weights to the risk drivers based on their importance. Using ArcGIS, we then mapped and overlayed the risk drivers' values in all the neighborhoods across the city based on the experts' assigned weights. Accordingly, we identified four high-risk tower communities with old infrastructure and vulnerable populations as the priority neighborhoods for adaptation interventions within the urban form. These four neighborhoods are typical of inner-city tower blocks built in the 20 th century across North America, Europe, and Asia based on modern architectural ideas. Considering the lifespan of these blocks, this study calls for future studies to investigate how these types of neighborhoods can be adapted to climate change to advance climate justice.

    Abstract It is undeniable that coastal regions worldwide are facing unprecedented damages from catastrophic floods attributable to storm-tide (tidal) and extreme rainfall (pluvial). For flood-risk assessment, although recognizing compound impact of these drivers is a conventional practice, the marginal/individual impacts cannot be overlooked. In this letter, we propose a new measure, Tide-Rainfall Flood Quotient (TRFQ), to quantify the driver-specific flood potential of a coastal region arising from storm-tide or rainfall. A set of inundation and hazard maps are derived through a series of numerical and hydrodynamic flood model simulations comprising of design rainfall and design storm-tide. These experiments are demonstrated on three different geographically diverse flood-affected coastal regions in India. The new measure throws light on existing knowledge gaps on the propensity of coastal flooding induced by the marginal/individual contribution of storm-tide and rainfall. It shall prove useful in rationalizing long-term flood management strategies customizable for storm-tide and pluvial dominated global coastal regions.

    Abstract There has been a growing interest in understanding whether and how people adapt to extreme weather events in a changing climate. This article presents one of the first empirical analyses of adaptation to flooding on a global scale. Using a sample of 97 countries between 1985 and 2010, we investigate the extent and pattern of flood adaptation by estimating the effects of a country's climatological risk, recent flood experiences, and socioeconomic characteristics on its flood‐related fatalities. Our results provide mixed evidence on adaptation: countries facing greater long‐term climatological flooding risks do not necessarily adapt better and suffer fewer fatalities; however, after controlling for the cross‐country heterogeneity, we find that more recent flooding shocks have a significant and negative effect on fatalities from subsequent floods. These findings may suggest the short‐term learning dynamics of adaptation and potential inefficacy of earlier flood control measures, particularly those that promote increased exposure in floodplains. Our findings provide important implications for climate adaptation policy making and climate modeling.

    Abstract Understanding the relationship between urban form and structure and spatial inequality of property flood risk has been a longstanding challenge in urban planning and emergency management. Here we explore eight urban form and structure features to explain variability in spatial inequality of property flood risk among 2567 US counties. Using datasets related to human mobility and facility distribution, we identify notable variation in spatial inequality of property flood risk, particularly in coastline and metropolitan counties. The results reveal variations in spatial inequality of property flood risk can be explained based on principal components of development density, economic activity, and centrality and segregation. The classification and regression tree model further demonstrates how these principal components interact and form pathways that explain spatial inequality of property flood risk. The findings underscore the critical role of urban planning in mitigating flood risk inequality, offering valuable insights for crafting integrated strategies as urbanization progresses.

    Economic inequality is rising within many countries globally, and this can significantly influence the social vulnerability to natural hazards. We analysed income inequality and flood disasters in 67 middle- and high-income countries between 1990 and 2018 and found that unequal countries tend to suffer more flood fatalities. This study integrates geocoded mortality records from 573 major flood disasters with population and economic data to perform generalized linear mixed regression modelling. Our results show that the significant association between income inequality and flood mortality persists after accounting for the per-capita real gross domestic product, population size in flood-affected regions and other potentially confounding variables. The protective effect of increasing gross domestic product disappeared when accounting for income inequality and population size in flood-affected regions. On the basis of our results, we argue that the increasingly uneven distribution of wealth deserves more attention within international disaster-risk research and policy arenas.

    Abstract Risk management has reduced vulnerability to floods and droughts globally 1,2 , yet their impacts are still increasing 3 . An improved understanding of the causes of changing impacts is therefore needed, but has been hampered by a lack of empirical data 4,5 . On the basis of a global dataset of 45 pairs of events that occurred within the same area, we show that risk management generally reduces the impacts of floods and droughts but faces difficulties in reducing the impacts of unprecedented events of a magnitude not previously experienced. If the second event was much more hazardous than the first, its impact was almost always higher. This is because management was not designed to deal with such extreme events: for example, they exceeded the design levels of levees and reservoirs. In two success stories, the impact of the second, more hazardous, event was lower, as a result of improved risk management governance and high investment in integrated management. The observed difficulty of managing unprecedented events is alarming, given that more extreme hydrological events are projected owing to climate change 3 .

    Abstract Recent policy changes highlight the need for citizens to take adaptive actions to reduce flood‐related impacts. Here, we argue that these changes represent a wider behavioral turn in flood risk management (FRM). The behavioral turn is based on three fundamental assumptions: first, that the motivations of citizens to take adaptive actions can be well understood so that these motivations can be targeted in the practice of FRM; second, that private adaptive measures and actions are effective in reducing flood risk; and third, that individuals have the capacities to implement such measures. We assess the extent to which the assumptions can be supported by empirical evidence. We do this by engaging with three intellectual catchments. We turn to research by psychologists and other behavioral scientists which focus on the sociopsychological factors which influence individual motivations (Assumption 1). We engage with economists, engineers, and quantitative risk analysts who explore the extent to which individuals can reduce flood related impacts by quantifying the effectiveness and efficiency of household‐level adaptive measures (Assumption 2). We converse with human geographers and sociologists who explore the types of capacities households require to adapt to and cope with threatening events (Assumption 3). We believe that an investigation of the behavioral turn is important because if the outlined assumptions do not hold, there is a risk of creating and strengthening inequalities in FRM. Therefore, we outline the current intellectual and empirical knowledge as well as future research needs. Generally, we argue that more collaboration across intellectual catchments is needed, that future research should be more theoretically grounded and become methodologically more rigorous and at the same time focus more explicitly on the normative underpinnings of the behavioral turn.     This paper examines the challenges facing English flood risk management (FRM) policy and practice when considering fair decision-making processes and outcomes at a range of spatial scales. It is recognised that flooding is not fair per se : the inherent natural spatial inequality of flood frequency and extent, plus the legacy of differential system interventions, being the cause. But, drawing on the three social justice models – procedural equality, Rawls’ maximin rule and maximum utility – the authors examine the fairness principles currently employed in FRM decision-making. This is achieved, firstly, in relation to the distribution of taxpayer’s money for FRM at the national, regional and local levels and, secondly, for non-structural strategies – most notably those of insurance, flood warnings and awareness raising, land use control, home owner adaptation and emergency management. A case study of the Lower Thames catchment illustrates the challenges facing decision-makers in ‘real life’: how those strategies which appear to be most technically and economically effective fall far short of being fair from either a vulnerability or equality perspective. The paper concludes that if we are to manage flood risk somewhat more fairly then a move in the direction of government funding of nationally consistent non-structural strategies, in conjunction with lower investment decision thresholds for other local-level FRM options, appears to offer a greater contribution to equality and vulnerability-based social justice principles than the status quo.
