Abstract Resilience has become a cornerstone for risk management and disaster reduction. However, it has evolved extensively both etymologically and conceptually in time and across scientific disciplines. The concept has been (re)shaped by the evolution of research and practice efforts. Considered the opposite of vulnerability for a long time, resilience was first defined as the ability to resist, bounce back, cope with, and recover quickly from the impacts of hazards. To avoid the possible return to conditions of vulnerability and exposure to hazards, the notions of post-disaster development, transformation, and adaptation (build back better) and anticipation, innovation, and proactivity (bounce forward) were then integrated. Today, resilience is characterized by a multitude of components and several classifications. We present a selection of 25 components used to define resilience, and an interesting linkage emerges between these components and the dimensions of risk management (prevention, preparedness, response, and recovery), offering a perspective to strengthen resilience through the development of capacities. Despite its potential, resilience is subject to challenges regarding its operationalization, effectiveness, measurement, credibility, equity, and even its nature. Nevertheless, it offers applicability and opportunities for local communities as well as an interdisciplinary look at global challenges.

Modifications to land can serve to jointly reduce risks of floods and droughts to people and to ecosystems. Whether land modifications are implemented will depend on the willingness and ability of a diversity of actors. This article reviews the state of knowledge on land modification use in areas exposed to dual hydrologic risks and the land owners, managers, and users who directly make decisions about action on lands they control. The review presents a typology of land modifications and explains how land modifications interact with the hydrological cycle to reduce risks. It then addresses the roles and perspectives of the land owners, managers, and users undertaking land modifications, summarizing theories explaining motivations for, as well as barriers to and enablers of, land modification implementation. The analysis reveals geographical differences in narratives on land modifications as well as knowledge gaps regarding variation across actors and types of land modifications.

How decentralized government structure influences public service delivery has been a major focus of debate in the public finance literature. In this paper, we empirically examine the effect of fiscal decentralization on natural disaster damages across the U.S. states. We construct a unique measure of decentralization using state and local government expenditures on natural resources, which include investment in flood control and mitigation measures, among others. Using state‐level panel data from 1982 to 2011, we find that states that are more decentralized in natural resource expenditures have experienced more economic losses from floods and storms. This effect is only pronounced in states that are at higher risks of flooding. Our findings suggest that fiscal decentralization may lead to inefficient protection against natural disasters and provide implications for the assignment of disaster management responsibilities across different levels of government in the U.S. federal system.

The long, open-ended period of recovery from a disaster event is the phase of a disaster that the interdisciplinary field of disaster studies struggles to understand. In the process of rebuilding, places do not simply reset – they transform, often in ways that confound any reduction of disaster risk, instead making people and settings more vulnerable to future hazard events. Reducing disaster risk is regarded as a global priority, but policies intended to reduce disaster risk have been largely ineffective. This obduracy represents a grand challenge in disaster studies. Here, I propose that the correlated trends of runaway economic costs of disaster events, growing social inequity, environmental degradation, and resistance to policy intervention in disaster settings are hallmark indicators of a system trap – a dynamic in which self-reinforcing feedbacks drive a system toward an undesirable and seemingly inescapable state, with negative consequences that tend to amplify each other over time. I offer that these trends in disaster settings are the collective expression of an especially powerful and distinct kind of system trap, which here I term the “disaster trap” – a new theoretical concept to help explain and address runaway disaster risk. I suggest that disaster traps are likely strongest in tourism-dominated coastal settings with high exposure to tropical cyclones and colonial histories of racial capitalism, which I explore with an empirical illustration from Antigua & Barbuda. Formalising a linkage between gilded and safe-development traps matters because their effects likely compound each other nonlinearly, such that disaster risk only increases and disaster risk reduction becomes increasingly difficult to achieve. Addressing traps requires understanding them as dynamic systems, described as fundamentally and completely as possible – their components, mechanisms, drivers, and structure – in order to reveal when and where interventions might be most effective at reducing disaster risk.

Purpose The current pandemic and ongoing climate risks highlight the limited capacity of various systems, including health and social ones, to respond to population-scale and long-term threats. Practices to reduce the impacts on the health and well-being of populations must evolve from a reactive mode to preventive, proactive and concerted actions beginning at individual and community levels. Experiences and lessons learned from the pandemic will help to better prevent and reduce the psychosocial impacts of floods, or other hydroclimatic risks, in a climate change context. Design/methodology/approach The present paper first describes the complexity and the challenges associated with climate change and systemic risks. It also presents some systemic frameworks of mental health determinants, and provides an overview of the different types of psychosocial impacts of disasters. Through various Quebec case studies and using lessons learned from past and recent flood-related events, recommendations are made on how to better integrate individual and community factors in disaster response. Findings Results highlight the fact that people who have been affected by the events are significantly more likely to have mental health problems than those not exposed to flooding. They further demonstrate the adverse and long-term effects of floods on psychological health, notably stemming from indirect stressors at the community and institutional levels. Different strategies are proposed from individual-centered to systemic approaches, in putting forward the advantages from intersectoral and multirisk researches and interventions. Originality/value The establishment of an intersectoral flood network, namely the InterSectoral Flood Network of Québec (RIISQ), is presented as an interesting avenue to foster interdisciplinary collaboration and a systemic view of flood risks. Intersectoral work is proving to be a major issue in the management of systemic risks, and should concern communities, health and mental health professionals, and the various levels of governance. As climate change is called upon to lead to more and more systemic risks, close collaboration between all the areas concerned with the management of the factors of vulnerability and exposure of populations will be necessary to respond effectively to damages and impacts (direct and indirect) linked to new meteorological and compound hazards. This means as well to better integrate the communication managers into the risk management team.
