ABSTRACT Large-scale disasters can disproportionately impact different population groups, causing prominent disparity and inequality, especially for the vulnerable and marginalized. Here, we investigate the resilience of human mobility under the disturbance of the unprecedented ‘720’ Zhengzhou flood in China in 2021 using records of 1.32 billion mobile phone signaling generated by 4.35 million people. We find that although pluvial floods can trigger mobility reductions, the overall structural dynamics of mobility networks remain relatively stable. We also find that the low levels of mobility resilience in female, adolescent and older adult groups are mainly due to their insufficient capabilities to maintain business-as-usual travel frequency during the flood. Most importantly, we reveal three types of counter-intuitive, yet widely existing, resilience patterns of human mobility (namely, ‘reverse bathtub’, ‘ever-increasing’ and ‘ever-decreasing’ patterns), and demonstrate a universal mechanism of disaster-avoidance response by further corroborating that those abnormal resilience patterns are not associated with people’s gender or age. In view of the common association between travel behaviors and travelers’ socio-demographic characteristics, our findings provide a caveat for scholars when disclosing disparities in human travel behaviors during flood-induced emergencies.

Flood risk management requires to comprehensively assess how policy strategies may affect individuals and communities. However, policy development and implementation often downplay or even increase social inequality. Analysis of the social and societal implications of strategies and implementation projects to manage flood hazards is still in its infancy. To close this gap, this chapter critically questions the roles of social justice and their political implications for flood risk management with regard to resilience. The chapter discusses and argues how different theoretical concepts as well as different perspectives on justice (e.g. social, environmental and climate justice) and resilience in flood risk management are related. There is a strong need to have a broader and more in-depth discussion about the role of justice in the current resilience debate. Finally, the chapter presents the outline of a future research agenda.

Government employees, municipal officials, and communities in South Africa have grappled with post-apartheid environmental challenges, such as floods, droughts, severe storms, and wildfires. These disasters are a result of both natural and human activities. The government implemented different policies and strategies after 1994 to address these issues. While acknowledging some success in managing these disasters with the current adaptive measures, the frequency and intensity of disasters have increased, causing significant damage to life and property, particularly among the vulnerable population. This paper uses qualitative and quantitative data collection approaches to explore possible systematic and structural weaknesses in addressing post-disaster situations in South Africa. Floods appear to be the most frequent natural disaster in South Africa. The paper uncovered the fact that disaster management is a multi-sectoral and multidisciplinary field. Although various institutional arrangements exist, they do not seem appropriate for assisting vulnerable groups. While officials have made some progress in implementing post-disaster projects, challenges still hinder sustainability. Furthermore, regrettably, despite the level of success in addressing disasters, most measures have failed to achieve the intended results for a variety of reasons. The consolidated long-term measures suggested by the participants yielded a proposed ‘South African Floods Post-Disaster Checklist or Model’, which was non-existent in South Africa. By implementing more effective and efficient post-disaster measures, the proposed tool can help policymakers and strategic partners standardise post-disaster resilience and adaptive capacity in various sectors’ sustainability contexts.

Canada’s vast regions are reacting to climate change in uncertain ways. Understanding of local disaster risks and knowledge of underlying causes for negative impacts of disasters are critical factors to working toward a resilient environment across the social, economic, and the built sectors. Historically, floods have caused more economical and social damage around the world than other types of natural hazards. Since the 1900s, the most frequent hazards in Canada have been floods, wildfire, drought, and extreme cold, in terms of economic damage. The recent flood events in the Canadian provinces of Ontario, New Brunswick, Quebec, Alberta, and Manitoba have raised compelling concerns. These include should communities be educated with useful knowledge on hazard risk and resilience so they would be interested in the discussion on the vital role they can play in building resilience in their communities. Increasing awareness that perceived risk can be very different from the real threat is the motivation behind this study. The main objectives of this study include identifying and quantifying the gap between people’s perception of exposure and susceptibility to the risk and a lack of coping capacity and objective assessment of risk and resilience, as well as estimating an integrated measure of disaster resilience in a community. The proposed method has been applied to floods as an example, using actual data on the geomorphology of the study area, including terrain and low lying regions. It is hoped that the study will encourage a broader debate if a unified strategy for disaster resilience would be feasible and beneficial in Canada.

This study presents the first nationwide spatial assessment of flood risk to identify social vulnerability and flood exposure hotspots that support policies aimed at protecting high-risk populations and geographical regions of Canada. The study used a national-scale flood hazard dataset (pluvial, fluvial, and coastal) to estimate a 1-in-100-year flood exposure of all residential properties across 5721 census tracts. Residential flood exposure data were spatially integrated with a census-based multidimensional social vulnerability index (SoVI) that included demographic, racial/ethnic, and socioeconomic indicators influencing vulnerability. Using Bivariate Local Indicators of Spatial Association (BiLISA) cluster maps, the study identified geographic concentration of flood risk hotspots where high vulnerability coincided with high flood exposure. The results revealed considerable spatial variations in tract-level social vulnerability and flood exposure. Flood risk hotspots belonged to 410 census tracts, 21 census metropolitan areas, and eight provinces comprising about 1.7 million of the total population and 51% of half-a-million residential properties in Canada. Results identify populations and the geographic regions near the core and dense urban areas predominantly occupying those hotspots. Recognizing priority locations is critically important for government interventions and risk mitigation initiatives considering socio-physical aspects of vulnerability to flooding. Findings reinforce a better understanding of geographic flood-disadvantaged neighborhoods across Canada, where interventions are required to target preparedness, response, and recovery resources that foster socially just flood management strategies.

Aim: The aim of the study was to investigate the health effect on and adaptation of the elderly affected by floods in the Lat Krabang District, Bangkok, Thailand in 2011.Methods: A cross-sectional descriptive study was conducted. Data were collected from 290 elderly participants who were affected by the floods using questionnaires.Results: The elderly participants had previous experience with flooding, but the massive flooding in 2011 was the most severe compared to any other experiences in the past. Physical health effects included muscle pain (35.2%), athlete’s foot (28.3%), and skin rash (23.1%). The psychological health effects (24.3%) encountered included insomnia, constant stress and tension, attention deficit, and discontentment. Most elderly (89.3%) decided not to relocate thinking they could still live at home, but they were concerned about the safety of their property. In regards to preparation for the flood, they prepared consumer goods, medication, and emergency kits. In addition, they kept abreast with news on television and public announcements in the community. They also helped clear the drainage system and prepared contact information of children, relatives, and government offices in case they needed assistance. Finally, to reduce possible damage to the property, they moved their belongings to high places, built sandbag walls, raised the house level, and prepared a water pump.Conclusion: The 2011 Thailand floods had adverse effects on physical and psychological health of the elderly people. To ensure better management for this vulnerable group, plans to respond to possible disasters need to be devised by relevant agencies to reduce flood-related health impacts.

The environmental management literature suggests that resilience is key to managing complex systems and reducing vulnerability resulting from uncertainty and unexpected change. Yet, flood risk management (FRM) has emerged largely from a culture of resistance. This paper takes the pulse of the current state of FRM research, with a focus on how the scholarly community has approached governance for flood resilience. Our analysis of the FRM journal literature identified 258 articles addressing governance and flooding, resilience and adaptation. Five main research themes emerged from these articles, addressing a variety of issues, but mostly lacking the degree of integration needed to address the social‐ecological complexity of FRM. Overall, research supporting the governance of FRM for resilience lacks integration, and methods of mitigating this lack of integration are poorly studied. We conclude with a discussion about the nature and scope of FRM research for resilience, and identify opportunities for more integrative FRM research that is more tightly coupled with policy and practice.

Abstract There has been an upsurge in studies of flood risk governance (FRG): steering and decision‐making by public and private actors as a complement to risk assessments and technical management options. The scholarly debate is, however, highly fragmented, complicating the production of cumulative insights. To address this knowledge gap, we used six governance strategies for achieving flood resilience that previously have been put forward as a conceptual framework to review 121 articles published between 2016 and 2019, complemented with insights contained in recent overview articles, to gauge the state‐of‐the‐art in FRG literature: to (a) diversify flood risk management strategies; (b) align the strategies; (c) adequately involve private actors, including citizens; (d) put an adequate rule system in place; (e) cater for sufficient monetary and non‐monetary resources; (f) inspire an open and inclusive normative debate. We found, first, that literature is producing insights on increasingly technically advanced risk assessments and agent‐based models but societal debate on justice in flood risk governance is getting attention. A clearly emerging topic is that of citizen engagement in flood risk governance. Second, the geographical focus of the studies is still skewed toward the Global North. To make progress in understanding flood risk governance for better resilience more systematic and comparative empirical assessments of flood risk governance in order to derive generalizable lessons while better taking into account the context‐specificity of FRG. Testing flood risk governance solutions against comparative cases, by balancing the geographical scope of research efforts, and enhancing interdisciplinary and transdisciplinary working is a way to deliver knowledge for more resilience. Flooding has only relatively recently been considered as an environmental justice issue. In this paper we focus on flooding as a distinct form of environmental risk and examine some of the key evidence and analysis that is needed to underpin an environmental justice framing of flood risk and flood impacts. We review and examine the UK situation and the body of existing research literature on flooding to fill out our understanding of the patterns of social inequality that exist in relation to both flood risk exposure and vulnerability to the diverse impacts of flooding. We then consider the various ways in which judgements might be made about the injustice or justice of these inequalities and the ways in which they are being sustained or responded to by current flood policy and practice. We conclude that there is both evidence of significant inequalities and grounds on which claims of injustice might be made, but that further work is needed to investigate each of these. The case for pursuing the framing of flooding as an environmental justice issue is also made.

Abstract Global flood impacts have risen in recent decades. While increasing exposure was the dominant driver of surging impacts, counteracting vulnerability reductions have been detected, but were too weak to reverse this trend. To assess the ongoing progress on vulnerability reduction, we combine a recently available dataset of flooded areas derived from satellite imagery for 913 events with four global disaster databases and socio-economic data. Event-specific flood vulnerabilities for assets, fatalities and displacements reveal a lack of progress in reducing global flood vulnerability from 2000—2018. We examine the relationship between vulnerabilities and human development, inequality, flood exposure and local structural characteristics. We find that vulnerability levels are significantly lower in areas with good structural characteristics and significantly higher in low developed areas. However, socio-economic development was insufficient to reduce vulnerabilities over the study period. Nevertheless, the strong correlation between vulnerability and structural characteristics suggests further potential for adaptation through vulnerability reduction.

Abstract To increase the resilience of communities against floods, it is necessary to develop methodologies to estimate the vulnerability. The concept of vulnerability is multidimensional, but most flood vulnerability studies have focused only on the social approach. Nevertheless, in recent years, following seismic analysis, the physical point of view has increased its relevance. Therefore, the present study proposes a methodology to map the flood physical vulnerability and applies it using an index at urban parcel scale for a medium-sized town (Ponferrada, Spain). This index is based on multiple indicators fed by geographical open-source data, once they have been normalized and combined with different weights extracted from an Analytic Hierarchic Process. The results show a raster map of the physical vulnerability index that facilitates future emergency and flood risk management to diminish potential damages. A total of 22.7% of the urban parcels in the studied town present an index value higher than 0.4, which is considered highly vulnerable. The location of these urban parcels would have passed unnoticed without the use of open governmental datasets, when an average value would have been calculated for the overall municipality. Moreover, the building percentage covered by water was the most influential indicator in the study area, where the simulated flood was generated by an alleged dam break. The study exceeds the spatial constraints of collecting this type of data by direct interviews with inhabitants and allows for working with larger areas, identifying the physical buildings and infrastructure differences among the urban parcels.

RÉSUMÉ : Les inondations dans la MRC de Bonaventure, à l'instar des inondations de 2017 et de 2019 aux Québec, amènent à repenser les politiques de gestion préventive des inondations dans les municipalités mais il est nécessaire de revisiter le passé pour mieux anticiper le futur. A l'heure actuelle, aucune étude dans la MRC de Bonaventure n'a abordé la trajectoire de la vulnérabilité aux inondations. Le projet de recherche avait pour objectif d'évaluer l'évolution spatio-temporelle de la vulnérabilité aux inondations dans la MRC de Bonaventure plus précisément dans les bassins versants des rivières Cascapédia et petite Cascapédia. Cette recherche s'est particulièrement intéressée à : - 1) - identifier les indicateurs de vulnérabilité aux inondations les plus pertinents et leurs interactions et - 2) - comprendre la trajectoire de la vulnérabilité aux inondations dans le temps. La méthode indicielle a permis de calculer les indices de vulnérabilité par addition d'indicateurs pondérés dans l'analyse de la trajectoire de la vulnérabilité pour les années 1986, 1996, 2006 et de 2016 à partir de 43 indicateurs sélectionnés, adaptés au contexte de la zone d'étude et validés par la MRC de Bonaventure. L'évaluation de la trajectoire de la vulnérabilité aux inondations révèle que les variables socio-économiques sont les plus importantes contribuant à faire varier la vulnérabilité dans le temps dans les corridors fluviaux des rivières Cascapédia et petite Cascapédia. Cette étude expose le caractère dynamique, temporel et transformationnel de la vulnérabilité. Les cartographies de vulnérabilité générées en maillages de 200 m x 200 m et les enquêtes sur le terrain ont permis de mieux appréhender les changements globaux qui ont contribué à l'évolution de la vulnérabilité aux inondations et de comprendre la nature de la vulnérabilité aux inondations. Cette analyse permettra aux décideurs d'anticiper le futur pour une planification concrète de l'adaptation et des mesures de prévention. La trajectoire de la vulnérabilité se présente alors comme un outil de prévention et de prospection pour les décideurs. The objective of the research project was to assess the spatio-temporal evolution of vulnerability to flooding in the MRC of Bonaventure, more specifically in the watersheds of the Cascapedia and Petite Cascapedia rivers. This research was particularly interested in: - 1) - identifying the most relevant flood vulnerability indicators and their interactions and - 2) - understanding the trajectory of flood vulnerability over time. The index method made it possible to calculate the vulnerability indices by adding weighted indicators in the analysis of the trajectory of vulnerability for the years 1986, 1996, 2006 and 2016 from 43 selected indicators, adapted to the context of the study area and validated by the MRC of Bonaventure. The evaluation of the trajectory of vulnerability to flooding reveals that socio-economic variables are the most important contributing to varying vulnerability over time in the fluvial corridors of the Cascapedia and Petite Cascapedia rivers. This study exposes the dynamic, temporal and transformational character of vulnerability. The vulnerability maps generated in 200 m x 200 m grids and the field surveys have made it possible to better understand the global changes that have contributed to the evolution of vulnerability to floods and to understand the nature of vulnerability to floods. This analysis will allow decision-makers to anticipate the future for concrete planning of adaptation and prevention measures. The trajectory of vulnerability is then presented as a prevention and prospecting tool for decision-makers.
